Kym Payne graduated summa cum laude with her master’s degree in public administration and an undergraduate degree in Honors Political Science where she also minored in Peace, Justice, and Ecology from the University of Alabama at Birmingham. She chose this master’s degree with the sole purpose of serving the City of Oneonta. Kym says, “It is my sheer joy to be able to contribute to the government and economic development of Oneonta. The people and the city ‘adopted me’ years ago and have made me feel like family. I intend to apply my skills and training to the best of my ability.”
While at UAB, Kym also earned a certificate in nonprofit management. Her academic training includes administrative law, economic development, grants administration, public and nonprofit budgeting, human resources management, comparative politics, constitutional law, and more. Her specialized research intersects neuroscience and public policy. This research has earned two awards and has been presented at academic conferences nationwide.
Kym is the Program Manager of “Bellas” at the Neely School of Music and Arts. The Bellas is an organization that cultivates life skills to girls around Blount County. She is beginning her sixth year of this program that she founded exclusively for the Neely School of Music and Arts. She stays active in the community and involves the Bella’s in as many community service opportunities as possible. She is the mother of five children: Dawson, Macy, Zac, Jeremiah, and Ryver.
Kym Payne is the producer, choreographer, and emcee of Miss United States. Her Las Vegas productions are hailed as “one of the best” by the Southpoint Hotel Casino and Spa. She began her career as a pageant producer and choreographer in 2003 where she worked In Arkansas, Mississippi, Alabama, South Carolina, and Georgia. She is known for her eccentric, colorful personality and the habit of talking out loud to herself while teaching and in creation-mode.
Kym’s children are students in the Oneonta City School System and they are the love of her life. Other random facts about Kym: she is a muralist, a mock trial judge and coach, a lover of documentaries, roller coaster enthusiast, and has been practicing meditation for 21 years.
